Rule 2 of the Local Bodies (Financial Administration) Rules (hereinafter referred to as the “Principal Rules”),–
(1) The words "or not" in clause (d) have been deleted (2) In place of clauses (e), (f) and (g), the following clauses (e), (f) and (g) are substituted:- “(e) “tender” means the purchase of goods by a local body; When doing public construction work or repairing it or taking any service or raising internal revenue of a local body, the proposal submitted by the interested person, firm, company or organization in the format prescribed by that body should be remembered and submitted with a lacquer seal. The term refers to the details including the price per unit and other related documents. General or special conditions, specifications, design, quantity list, technical conditions (terms of reference), evaluation process, work schedule, including the tender form or the document related to the request for proposals for consulting services should be remembered and the term includes maps and will of quantities or technical and (g) "Contract" means any public construction or repair by the local body, whether or not reduced or increased, or through tenders or bids or by any other means, after completing the process of this regulation. (3) In clause (h) after the words “or providing services” shall be substituted “or this The words "to raise the internal revenue of the local bodies according to the regulations or prevailing Nepal law" have been added.

(5) After clause (d), the following clauses (n), (t), (th) and (d) are added:- “(n) “special situation” means drought, famine , natural and divine calamities such as food crisis, lack of rain, excessive rain, earthquake, flood, landslide, fire, and the situation created by sudden or unexpected special reasons. In order to collect the internal revenue of the local body, it should be remembered that the person who wants to take the contract for the settlement of the contract has been invited by the person who wants to take the contract. Cash or cash points should be remembered.
(d) "Special fund" shall mean a fund in which money has been collected for special purposes by spending according to the approved budget from the treasury of the local body.
